The Opportunity
NHS 24 is the national contact centre organisation for NHS Scotland and is responsible for providing a range of telehealth services to people across Scotland. NHS 24 also supports and facilitates developments in telehealth and telecare to improve the health and wellbeing of the population. Delivery of safe, effective and person centred care to the people of Scotland is the absolute priority for NHS 24.
NHS 24 is seeking to recruit an interim Chief Information Officer for a period of 12 months.
This is a unique opportunity to join the top leadership team of NHS24 at a crucial time as we move forward with our new technology platform with our commercial delivery partners.
The Role
The interim Chief Information Officer will have a crucial ‘hands on’ role in overseeing the development and implementation of the digital and IT infrastructure needed to support the strategic and business objectives of NHS 24. In doing so, the candidate will also ensure that we maximise current and emerging digital technologies to aid the delivery of a positive citizen experience and efficient operations.
You will bring or develop a keen understanding of the current and future landscape for digital public services. You will be expected to provide strong strategic CIO leadership and senior-level advocacy for NHS 24.
Main Duties
The main responsibilities of the role are:
- Lead the delivery of technology and digital services for NHS 24, ensuring that the internal capacity and capability of the internal ICT function is cost effective and optimised to support the target operating with our external delivery partners.
- Understanding and developing the strong internal and commercial supplier relationships required to ensure successful deployment of the SAP based telephony solution.
- Providing advice to the Chief Executive, the Executive Team and the Board, on IT/Digital issues highlighting potential risks and potential innovation to drive organisational performance.
- Owning and managing the responsibility for the governance of services.
- Leading and managing the IT Governance and Change process to ensure the required approval and testing of new systems and services prior to live deployment.
- Manage IT/Digital Risks in accordance with the organisational risk appetite and ensure measures are in place to remove or mitigate.

Essential
- Major technology programme delivery experience with a successful track record of implementation and benefits realisation.
- Ability to develop excellent relationships with a wide range of senior stakeholders and technical experts.
- Supplier management skills – ability to negotiate, influence, and manage the supply chain.
- Significant IT operational management experience, including designing and deploying target operating models using ITIL based disciplines.
- Ability to operate and communicate up to and including Board level
- Ability to build strong confidence in senior stakeholders
- Strong people and organisational change management skills
- A clear and consistent track record of success in delivering complex, high-profile technology services, which are user focused
- Understanding of the evolving technical landscape and wider digital trends in the industry and how they may impact public facing services.
- Proven ability to manage and communicate strategic risks arising from technical activities and the digital transformation agenda.
- Proven track record of working successfully with vendors and suppliers at the highest levels and of building effective multi-disciplinary delivery teams.

- Contact Centre / CRM business expertise – in a Health setting would be advantageous.
- Familiar with NHS Services in Scotland
- An understanding of data hosting, green ICT and architectural governance.
- Awareness of or previous experience in public sector procurement processes and frameworks.
Remuneration and Location
A competitive salary package is available to a candidate who can meet the requirements set out in this information pack and who can commit to the full 12 month engagement from the date of taking up post.
This is a full time interim appointment predominantly located in Glasgow; however applicants will be expected to travel to other NHS 24 locations in Scotland as the role dictates.
