About GWSF
GWSF is the membership body for 68 community based housing associations (CBHAs) – 44 in Glasgow and 24 in the surrounding local authority areas (including three associate members in the east of Scotland). Most of our members are also members of the national membership body SFHA – Scottish Federation of Housing Associations, with whom we work closely.
GWSF’s overarching priority is to ensure that the interests of community based housing associations are at the heart of our work and to help maximise the potential for CBHAs to thrive.
As Registered Social Landlords, CBHAs pride themselves on providing great homes, responsive landlord services, and often acting as key anchor organisations in their communities. We’re a small but agile organisation, with just two core, full-time staff – the Director and our Research and Policy Lead (Colleen Rowan). With external funding we also employ a Housing Association Liaison Manager (Paul Tonner), who is based within Glasgow’s Homelessness Service to help oversee effective working relationships between the service and the City’s many housing associations. And we have a part-time Administrator (Eleanor McCormack).

Other than the income for the HALM post mentioned above, the great majority of our annual income of around £300K comes from membership affiliation fees, supplemented by a modest amount of income from key events, most notably our Annual Conference every November. Our 25-26 accounts aren’t yet finalised, but you can see the 24-25 accounts here.
Our Board meets on a quarterly basis and has 12 members – eight must be voluntary committee/board members of a CBHA and four must be staff members of a CBHA. See our current Board members here.
Bringing members together is a really important part of our work. We have a number of membership network groups covering a wide range of issues, and each year we hold a Community Regeneration Conference in June and an Annual Conference in November – see the 2026 conference programme here.
