Director of Development and Property Services
Govanhill Housing Association
Glasgow/Hybrid
Aspen People partnered with Govanhill Housing Association to recruit a Director of Development & Property Services.
Govanhill Housing Association is a community-controlled organisation based in Glasgow’s southside, serving the communities of Govanhill and Merrylee. At the time of recruitment, the Association owned and managed more than 2,800 homes for social rent and provided factoring services to around 1,500 homeowners, alongside delivering wider regeneration and community development through its subsidiary, Govanhill Community Development Trust. The appointment came at an important stage in the organisation’s development, following the recruitment of a new Chief Executive and ahead of the retirement of the previous Director of Development & Property Services.
The Director of Development & Property Services played a key role within the senior management team, providing strategic leadership across a substantial portfolio including asset management and compliance, development, maintenance services and factoring. Working closely with the Chief Executive and governing bodies, the role helped shape the organisation’s strategic direction while ensuring the delivery of high-quality, value-for-money services for tenants and homeowners.
The successful candidate was responsible for overseeing the stewardship and continuous improvement of the Association’s diverse housing stock, including traditional pre-1919 tenement properties. The role led major investment programmes, planned maintenance, repairs and landlord health and safety, while also driving the Association’s development programme through new build projects, acquisitions and wider regeneration initiatives. A significant focus of the appointment was advancing Govanhill Housing Association’s net zero and retrofit ambitions, securing funding opportunities and embedding long-term sustainability within its asset management and development strategies. The role also required strong leadership in procurement, contract management and property compliance.
The appointment sought an experienced senior leader with a strong track record in development and property services, together with expertise in asset management, property compliance and strategic planning. The successful candidate demonstrated a collaborative leadership style, strong commercial and stakeholder management skills, and a clear commitment to community-based housing. This role offered the opportunity to make a lasting impact within a respected housing association with ambitious plans, a strong social purpose and a long-standing commitment to the communities it serves.
This recruitment campaign has now closed and the position has been successfully appointed. The role is featured here as an example of the senior leadership appointments Aspen People has delivered in partnership with our clients.
