Are you a seasoned procurement professional looking for a dynamic opportunity to shape strategic procurement practices within a forward-thinking local government organization? Midlothian Council is seeking a motivated and innovative individual to join their team as a Strategic Procurement Lead.  As a predominant employer in the region, with a workforce of approximately 4,000 individuals dedicated to serving an expanding community of 90,000 residents, the advancement of the institution and its personnel is a priority.

As the Strategic Procurement Lead, you will be responsible for leading the development and implementation of strategic procurement initiatives that drive efficiency, value for money, and sustainable practices. You will build strong relationships with elected members and the Council’s Leadership Team and contribute towards their ambitious £0.8b (and rising!) Capital Investment Programme. You will also be influential in the future of Midlothian through a number of exciting development projects such as their expansive social housing construction initiative and the establishment of a versatile, multifunctional Snowsports facility.

The ideal candidate will have:

  • Significant experience in strategic procurement, ideally within a public sector or local government environment.
  • Strong understanding of public procurement regulations and procedures.
  • Proven track record of leading successful procurement projects and initiatives.
  • Excellent leadership and team management skills.
  • Effective communication and stakeholder engagement abilities.
  • CIPS (Chartered Institute of Procurement & Supply) qualification or equivalent is desirable.

The successful candidate will have the opportunity to influence a work programme that will include a revised Local Procurement Strategy, developing a strong focus on social value and including a Council wide approach for Community Benefits and the Procurement pillar of Community Wealth Building. The post holder will be the Council’s lead procurement advisor for Midlothian on the Edinburgh and South East Scotland City Region Deal programme, advising on large scale transportation improvement programmes such as the A701 upgrade, Sheriffhall roundabout and the Borders Railway project.
